Returning citizens have a variety of characteristics that greatly limit their employability and earnings capacities. 70% of offenders and returning citizens are high school dropouts(Traviset al., 2001; Freeman, 1992) about half are “functionally illiterate”(Hirsch et al.,2002).
• The Center for Literacy’s General Educational Development (GED) Program provides R.I.S.E. participants who have not completed high school an opportunity to obtain a High School Equivalency Diploma.
• TABE assessment. Assessment is conducted to determine participant’s reading levels to ensure appropriate grade assignment.
